Chairperson

Mr. Suketu Mahandra Patel

In July, 2017, Mr. Patel was appointed as the Chairman of the Board of Directors of the Financial Services Authority (FSA), by the President of the Republic of Seychelles. With over 40 years’ experience in the world of Financial Services, Mr. Suketu Mahendra Patel has continuously been one of the well-known personas within the industry. A senior partner and majority shareholder of the largest financial services firm in the Seychelles, Pool & Patel has been in existence since 1972. It is an independent member of Moore Stephens International Limited, which is regarded as one of the world’s leading accounting and consulting firms with 636 offices and more than 21,000 partners and staff worldwide. Mr. Patel has been a Fellow of The Institute of Chartered Accountants of England and Wales since 1976 and is certified in International Financial Reporting Standards.

Chief Executive Officer

Dr. Steve Fanny

Dr. Fanny, an experienced and accomplished professional, is presently the Chief Executive Officer of the Seychelles Financial Services Authority (FSA), a post which he held previously when FSA was referred to as SIBA. Prior to his current appointment, he occupied the post of Chairman of the FSA Board of Directors. He holds a number of different professional qualifications in Accounting and Finance and a Masters in Audit Management, and Consultancy specializing in Forensic Accounting and a Doctorate in Islamic Finance with the Swiss Management Centre University. His former work experience entails Principal Secretary of Trade in the Ministry of Finance, Special Advisor to the Ministry of Investment, Entrepreneurship Development and Business Innovation. Additionally, he sat on various boards including the Central Bank of Seychelles, Indian Ocean Tuna Ltd, the Seychelles Public Transport Corporation (SPTC), Nouvobanq, Seychelles {Petroleum company (Seypec) and Seychelles Investment Board.

Deputy Chief Executive Officer

Ms. Zenabe Daman

Zenabe, has had 15 years professional working experience in the field of Financial Services providing strategic and operations leadership in uniquely challenging situations. Prior to her appointment at senior management level of the FSA she has worked in the private sector contributing immensely to the set-up of companies in the securities and investment sector as well as the fiduciary sector. She has valuable experience in policy development, authorisations, supervisions and enforcement. Zenabe holds a BSc. in Economics and a (TEP) professional qualification from the Society of Trust and Estate Practitioners (STEP).

Director of Human Resources

Mrs. Esther Boniface

Esther joined the SIBA then FSA in 2008 where she served the function of Human Resource and Administration until 2017 where the organisation restructured and she became responsible for the Human Resource side of the organisation. She has a degree in Economics and Human Resource Management from the University of Technology, Sydney and a Masters in Leadership and Strategic Management from the Institute of Public Administration, Ireland. As the Director for Human Resources she provides the organisation support in hiring for all positions, support management in resolving all human resource relations issues, training, administration of staff benefits, ensuring communication between management and staff on staff related decisions, implementation of the organisations HR policies and retention strategies.

Administration Manager

Mr. Pascal Marie

A motivated and enthusiastic team player focused on contributing to the FSA success. Has a passion for organizational performance and behaviour. Enjoys the outdoor and family time. Completed Undergraduate studies at Murdoch University, Australia and Post-Graduate at University of Wales, Swansea.

Director of Registry

Ms. Lisa Lautoy

Lisa has over 10 years’ experience working within the Registry Department of the FSA. She joined the Financial Services Authority (previously known as SIBA) in December 2008, as the Senior Corporate and Customer Services Officer within the Corporate Section where her job focused mainly on overseeing the different process of the products administered by the section in line with the respective legislations. In 2017, she left the FSA and joined the private sector where she acquired further experience in the financial services industry. She returned to FSA in 2018, where she held the post of Registry Manager until recently when she was promoted to the post of Director of the section. Lisa holds a BA in Justice Studies from Edith Cowan University and a Post Graduate Certificate in Business Law from De Mont Fort University.

Director of Fiduciary Services Supervision

Mr. Randolf Samson

Randolf has over 10 years’ experience within the field of non-bank financial services regulation within the Financial Services Authority (“FSA�?). In a career spanning 12 years within the regulator itself, Randolf has held various Senior positions within the Fiduciary Supervision, Authorisations, Registry and Capital Markets and Collective Investment Schemes Supervision Sections. He is presently the Director for Fiduciary Services Supervision. He holds a Bachelor’s degree in Economics from the University of Manchester UK.

Director of Policy and Legal

Mr. Paul Robert

Paul joined the Seychelles International Business Authority (SIBA), the predecessor of the Financial Services Authority (FSA) in 2006 and has over 13 years of experience in the field of international business and financial services. He holds a Bachelor of Arts in Economic and Social Studies from the University of Manchester. As head of the Policy and Legal section, Paul has extensive experience in product development and statistical analysis as well as formulating and executing policies, stemming from both national and international commitments, and making legislative changes relevant to the development of the financial services sector.

Director of Finance

M. Elizabeth Bodwell

Elizabeth has working experience in auditing as well as in finance and accounting. She has been working within the Finance Section of the FSA for the last 15 years. Prior to joining the FSA, she was employed for over 10 years with the Office of the Auditor General as an Auditor. She is currently undergoing the professional ACCA training, whereby she has already completed the Fundamentals level

Information System Manager

Mr. Jean-Claude Thelermont

Jean-Claude has over 10 years’ experience in the field of Information Systems. Prior to joining the FSA, he held a post of IT manager at Mayfair Trust Group Limited in Seychelles. He holds a BSc in Computer Science from the Changchun University of Science and Technology in China, a City and Guilds Diploma in Telecommunications Engineering from Cambridge university and is also a Microsoft Certified IT Professional: Enterprise Administrator. As the Manager of the Information Systems section, he ensures that the IT systems are always operational and up to date.

Director of Insurance & Pension Supervision

Mr. Gary Jupiter

Gary has over 10 years’ experience in the field of insurance. Prior to joining the FSA, he held the post of Senior Manager, Commercial Lines of the SACOS Insurance Company Ltd in Seychelles. He holds a MBA from the Amity University, India, and is an Associate of the Malaysia Insurance Institute and a Chartered Insurance Practitioner from the Chartered Insurance Institute, UK. He is also an Associate Lecturer at the Guy Morel Institute, Seychelles facilitating training in insurance.

Director of Gambling Supervision

Ms. Maryline Joseph

Maryline joined the Financial Services Authority (FSA) in April 2015 as Manager of the Gambling Supervision Section. Under the direction of the FSA’s previous CEO, Ms. Jennifer Morel, collaborated in the setting up of the Gambling Supervision Section. Ms. Joseph graduated from a Masters of Accounting and Financial Management in 2014, La Trobe University, Australia and a Bachelor degree in Economics from the same University in 1995. She has more than 20 years working experience in the banking sector.

Internal Auditor

Ms. Ammu Chetty

Ammu has over 5 years’ experience in the field of Finance. Prior to joining the FSA, she held the post of Executive Officer, Bank of Ceylon, Seychelles. She began her career with the FSA as a Gambling Supervision Officer and promoted to Senior position. She holds a Bachelor’s degree in Accounting and Finance from the University of London.

Director of Capital Markets and Collective Investment Schemes Supervision

Mr. Alain Chang-Sam

Alain is an economist with over 15 years demonstrated experience of working in the financial services industry. He has worked in relation to capital markets and collective investments schemes (CIS) since joining the FSA in 2010. He has prior experience working as a trader with the first asset manager to be located in the Seychelles and is also a former economist with the Central Bank of Seychelles. He holds a BSc. in Economics and is currently pursuing a Master of Laws (LLM) from University of Liverpool. He has experience in contributing to national policy relating to capital markets and CIS business and is passionate about developing the budding capital markets of Seychelles and exploring the potential competitive edge which the nexus between capital markets, law and technology offers.

Director of International Trade Zone and Hire Purchase

Mr. Leo Alexander

Leo holds a first degree from the University College of London, BSc in Computer Science. He joined the FSA, then SIBA in 2005 as an IT Manager and in 2010 moved to his current section as a Business Analyst. He has over the years acquired relevant experience, knowledge and skills in the industry, where he has held various positions. In 2012, Leo was promoted to his current position.
