Insurance, Gambling and Pension Supervision Section

Job Purpose:

Responsible to oversee the prudential and market conduct of regulated entities in order to ensure compliance and to achieve the sections overall goals and objectives.

Summary of Duties:

• Review and evaluate license and/or registration application made under the Insurance Act, 2008 and under the Gambling Act, 2014.
• Assist with corporate governance, internal controls, risk management issues.
• Process and approve changes in licensee’s structure.
• Review and approve products (for life insurance business).
• Assist in policy matters such as new products, laws and regulations, codes, guidelines, Memorandum of Understanding (MOU).
• Assist in the continuous review and update of application procedure manuals, fit and proper procedure manuals in accordance to international best practices.
• Assist in the development and implementation of financial consumer education programmes.
• Participate in undertaking market research for continuous improvement of the regulatory/supervisory framework for the various sector under its purview.
• Assist on on-site inspections.
• Assist in AML/CFT matters.

Minimum Entry Requirements:

• Degree in Insurance, Mathematics, Risk Management, Economics, Actuarial Science, Statistics, Finance, Accounting or a related field; or
• Professional qualifications in Insurance/Pension/Financial Planning/Finance and Accounting from a recognised professional body; and
• A minimum of 3 years of relevant working experience, of which at least 2 years should be within the insurance and gambling industry and/or insurance and gambling regulatory environment; and
• Relevant compliance, operational and managerial experience in financial services.

 Salary:

Fiduciary Section

Job Purpose:

Performs financial, statistical and analytical studies and prepare financial reports and statements in respect to licensees and other authorised entities within the Fiduciary Supervision Section.

Summary of Duties:

• Work in close collaboration with the Director and Manager to assist in ensuring the Financial Analysis function of the Authorisations Unit is effectively and efficient conducted.
• Ensure adherence with the established service standards, internal systems and control of the Authorisations Unit relating to the financial analysis function and take appropriate regulatory enforcement action in event of breaches.
• Review and analyse audited financial statements or any other returns submitted by licensees and other authorized entities from the Fiduciary services sector to identify trends relating to revenues and expenses.
• Design, disseminate, and interpret data collected through periodic returns submitted by licensees from the Fiduciary Services sector.
• Maintain and update the registers being maintained by the FSA in respect to information pertaining to financial information provided by licensees within the Fiduciary Services Section.
• Analyze data to ensure proper accounting procedures and standards have been followed by all licensees.
• Participate in onsite inspections as and when required.

Minimum Entry Requirements:

• Degree in Business Administration, Law, Management, Finance or any other related field; or
• Other Relevant Professional Qualifications including: International Compliance Association – International Diploma in Compliance; or
• ICSA- Level 5 Diploma or
• Association of Chartered Certified Accountants (ACCA) and
• Minimum of three years’ experience in Related Field.

Fiduciary Section

Job Purpose:

Responsible for reviewing and determining the merit of license applications and other authorisations requests for approval within the Fiduciary Services Sector.

Summary of Duties:

• Work in close collaboration with the Manager Authorisations to assist and ensure effective and efficient operations of the unit.
• Engage in the processing and evaluation of applications submitted within the Authorisations Unit including but not limited to licensing, renewal, changes and other authorisation applications.
• Assess and appraise all applications in consultation with the other units and in line with relevant current legislation in place applying the KYC principles and due diligence.
• Coordinate, facilitate liaison and dissemination of information to customers or their agents and provide a comprehensive analysis of applications.
• Engage in the conduct of onsite inspections in ensuring prospective licensee’s adherence with the prevailing legislations or on an ad-hoc basis.
• Contribute in the formulation, implementation, and maintenance of policies, procedures and practices, participate in the development of strategic plans for the FSA and review exercises as and when required.
• Provide stakeholders with market information i.e. new licences and developments in the Industry.
• Assist in the undertaking of market research to improve the regulatory standing of the industry and the jurisdiction.

 Minimum Entry Requirements:

• Degree in Finance, Economics, Accounting or Law or any other relevant field or suitable level of experience in a relevant field; or
• Diploma in International Compliance Association (ICA) plus 2 years of relevant working experience.

Summary of Duties:

• Run errands for FSA as and when necessary.
• Maintain the cleanliness and appearance of FSA’s vehicles.
• Advise on the need for corrective maintenance to FSA’s vehicles.

Minimum Entry Requirements:

• Secondary Level of Education; and
• Class 2, 5 & 6 driving license; and
• Minimum of 5 years driving experience and a clean driving license.

Job Purpose:

To ensure effective supervision and monitoring of the fiduciary sector through the implementation of a risk based approach to supervision, inclusive of both offsite and onsite supervision, and to assist in the development of internal control systems and procedures.

Summary of Duties:

• Work in close collaboration with the Supervision Manager and Director for Fiduciary Supervision to supervise and ensure the effective and efficient operations of the Supervision Unit;
• Engage in the processing and evaluation of applications submitted with the Section including but not limited to licensing, renewal, fitness and propriety, changes and other authorisation applications in collaboration with relevant units;
• Through offsite and onsite supervisory work, identify potential areas of compliance threats and vulnerabilities and prioritise supervisory techniques and tools to best manage and mitigate such risks;
• Engage in the conduct of onsite inspections to monitor the activities of licensees and authorized persons to ensure adherence to approved regulatory standards;
• Dissemination of information to licensees in relation to the fulfillment of their legal and administrative requirement;
• Review the internal systems and control of the Section on a regular basis to ensure adherence with the regulatory and legislative requirements.

Minimum Entry Requirements:

• Degree in Business Administration, Law, Management, Finance, Economics or any other related field; or
• Other Relevant Professional Qualifications including, International Compliance Association (ICA) – International Diploma in Compliance; or
• ICSA- Level 5 Diploma
